How does a spamtrap work?

Is a spamtrap where some committee or people/ organizations of good standing insert dummy emails with the hope that they get harvested and then when we come along and scrape and blast - our IPs/ SMTPs etc all get instantly blacklisted?

Is that how it works?

If the above is correct then maintaining decent list hygiene must be vital.
