links from high PR blogs

Hello, i just have a quick question. I have noticed that there are some people selling services where they promise to give, high PR blogs back links. There seem to be a tiny problem here, with these high PR blogs, they are not really auto approved, and so how can they promise to give these links when they couldn't really know themselves will be live?
