C&D from youtube or google?

I often encounter individuals that received C&D from either FB and Twitter, selling likes and followers respectively.
But what about youtube and google+? Does that mean they dont care about people selling views or posting comments? Or +1 etc.?

Anyhow, I still see a lot of people selling likes, followers, views, +1 regardless of the C&D sent over the past years.
Are people just going too far for a few bucks here and there? Thanks.
