Help in Outranking ftp.gov URL with PR4

Hey all,

I have a client with a pretty simple name, when Googling her name an FTP.gov URL comes up. The value of the URL is PR4

Goal is to push it down to page 2, that specific URL.

Any suggestions on which SITES (facebook, twitter, people123, etc...) i should push to the top to help it drop down?

Will making MINI SITES help at all?

Your input is greatly appreciated, and I have no problem in rewarding great input that works.
