Link building: American site targeted in france?

Hello friends,

Yesterday i got a website for SEO. The site is made in french language to target french users, but the address is mentioned of America there. i know about link building strategies well, but i am little confused about this project like is there any particular profile link sites available on web in french language or i simply make profiles on tumblr or other high pr sites? how can i do citation as American address mentioned on site? please help me out...
