Fiverr Contacting/Skype

I know that it's against TOS to contact outside of Fiverr.

However, what I don't understand is that there are many gigs which outright initiate contact outside of Fiverr.

Gigs like "I will Teach You How To Paint for 15 min on Skype"

or "I will teach you Mongolian on Skype for 15 min"

My question is, is contact allowed "this way"?

Or do they really just look out for the SEO stuff?

Is this a loophole, or am i just missing something?
