[SEO] best way to approach this site ranking?

Hi Guys, i am working on a seo project and i want to rank for multiple keywords (20 keywords in the same niche), what's the best way to rank for this keywords using wordpress? i am thinking of making a separate page for each targeted keyword containing 1 or 2 articles is that right? or go the posts route is better? i will 1st rank for easy less competition keywords and then for hard ones, the whole idea is that i want this site to be an authority in this niche while i am creating and optimizing it for serps?

any ideas or help would be appreciated as i didn't try to rank for multiple keywords before, i used to do 1-2 keywords maximum!
