1 or 2 Tiers Of Unique Content?

Hi

When trying to rank a site, do you prefer to create 1tier of links with unique content then spam the tier 1 links with spun articles ets, or do you create two tiers with unique content on them then spam tier 2 links with spun articles??

Im currently testing both methods but would be interested in what you think is best
