Confused with Google Insights data

I'm having a hard time understanding Google insights, because it seems like it doesn't match up with the Adwords Keyword tool data.
I typed in my keyword in insights, but noticed underneath it shows "top searches". The number one top search only gets about 40 searches locally per month according to the keyword tool, while the one I originally typed in gets about 10k exact.
