Lets say you are ranking a website with only 10 posts I don't see why quality content would be important here so medium quality - optimized for your keywords should be alright since this site has no chances of getting high autority in google.
However I understand that if you post articles everyday or 25+ posts per month It is totally worth making high quality articles so all the posts are high quality and helps alot in getting autority in google specially since you update regularly.
And about submitting the articles to directories for backlinks I also don't think it matters as long as it's optimized for your keywords. (ofc that if you want to get visitors through that article then yes high quality helps alot.)
